सागर, मध्यप्रदेश मौसम विभाग ने लगातार सतर्क और बारिश की संभावना दर्ज कराई है वही मध्य प्रदेश खाद्य नागरिक आपूर्ति निगम द्वारा भी चल रही धान खरीदी को 28 दिसंबर 2024 से 1 जनवरी 2025 तक बारिश की संभावना को लेकर निरस्त कर दी है इन दोनों में जिन किसानों द्वारा स्लॉट बुक किए गए थे उनकी पांच कार्य दिवस की अवधि भी बढ़ाने की बात कही गई है। जिससे धान की खरीदी को 20 जनवरी से 23 जनवरी तक बढ़ा दी गई है। लगातार खाद्य नागरिक आपूर्ति विभाग और मौसम विभाग की सूचना के बावजूद भी जिले में धान का उपार्जन कर रही सहकारिता विभाग की समितियो के प्रबंधक और प्रभारी की बड़ी लापरवाही सामने आई है। समिति के जिम्मेदारों द्वारा किसानों से खरीदी धान को तत्काल गोदाम में भंडारण नहीं कराया गया था जिससे अचानक मौसम में बदलाव होने और झमाझम बारिश से खुले मैदान में रखी धान की बोरियां पूरी से भीग गई हैं। इससे नुकसान होने की बात कही जा रही है। अभी केंद्र में किसानों का भी धान भीगा रखा हुआ है जिनकी तौल नहीं हुई है। मौसम खराब होने के कारण खरीदी बंद है। इससे किसानों की मुश्किलें और बढ़ गई हैं।
समिति प्रभारी को हर तरह की व्यवस्था बनाने के निर्देश दिए गए हैं। इसके अनुरूप धान को बचाने के लिए व्यवस्था की गई है। अधिकारियों के अनुसार भंडारण केंद्र में धान को सुरक्षित रखने की जिम्मेदारी केंद्र प्रभारियों की है। इसके बाद भी खुले में रखी धान की बोरियां भीग गई है।
फंड मिलने के बावजूद बरती गई लापरवाही : धान खरीदी केंद्रों में खरीदी की गई धान की सुरक्षा के लिए शासन की ओर से समितियों को प्रति क्विंटल पांच रुपये की दर से भुगतान किया जाता है। इसमें चौकीदार, बारिश से बचाने के लिए तिरपाल की व्यवस्था समेत अन्य कार्यों शामिल होते हैं। शासन से मिलने वाला राशि लाखों रुपये की होती है। इसके बाद पर्याप्त व्यवस्था नहीं की जा रही है। किसानों ने बताया की धान खरीदी के देवरी और केसली में हजारों क्विंटल धान बरसते पानी में जमीन के नीचे बिना तालपतरी के रखे हुए हैं। साथ ही कुछ जगह फटी पुरानी और हरी नेट वाली पन्नी से धान की छल्लियों को ढंकने में उपयोग किया गया है। जो धान को पानी से बचाने के लिए नाकाफी है।
