कटनी। ध्यान न देने की वजह से समस्याएं बढ़ती जा रही हैं इसी कड़ी में अवैध प्लाटिंग का ताजा मामला स्लीमनाबाद तहसील की ग्राम पंचायत धरवारा का सामने आया है। यहां भूमाफियों द्वारा नियम कायदों को दरकिनार कर अवैध प्लाटिंग की जा रही है। कृषि भूमि पर कॉलोनी बनाई जा रही है।
जानकारी के अनुसार धरवारा अवैध प्लाटिंग पर राजस्व विभाग के अधिकारियों के द्वारा कार्रवाई न होने से ग्राम पंचायत सरपंच ने कलेक्टर को पत्र लिखकर कार्रवाई की मांग की है। पत्र में बताया गया है कि ग्राम पंचायत धरवारा खसरा नंबर 540 में कटनी निवासी चक्रधर, विजय प्रताप व रामलाल द्वारा 3-4 एकड़ भूमि पर बिना अनुज्ञा व सक्षम अधिकारी की अनुमति से अवैध कॉलोनी विकसित की जा रही है,
जबकि उक्त भूमि कृषि मद में दर्ज है।
भूमि पर कुछ खरीददारों के नामांतरण हो चुके है और कुछ के होना बाकी है। दरअसल किसी भी भूमि का विक्रय होने के बाद रजिस्ट्री, डायवर्सन और नामांतरण की प्रक्रिया होती है, लेकिन इस दौरान अधिकारियों द्वारा प्रकरण की जांच नहीं की जाती, जिस कारण से भू माफियाओं के हौसले बुलंद हैं और वे धड़ल्ले से कृषि भूमियों पर प्लाटिंग करने में लगे हैं।
रेरा नियमों का नहीं किया जा रहा पालन
सरकार द्वारा बनाया गया रियल एस्टेट अधिनियम 2016 यानी रेरा एक्ट का मकसद रियल एस्टेट से जुड़े लेन-देन में पारदर्शिता लाना, जवाबदेही बढ़ाना और घर तथा भूमि खरीदारों की सुरक्षा करना है। प्लॉटिंग और जमीनों का विक्रय करने वाले हर व्यक्ति को रेरा एक्ट के तहत अनुमति लेना और क्रेता को प्लॉट के साथ बिजली, पानी, सडक जैसी मूलभूत सुविधाएं देना अनिवार्य है। लेकिन ज्यादातर कारोबारी किसी भी नियम का पालन नहीं कर रहे हैं। जमीन कारोबारी मुख्य मार्गों से 10-10 किलोमीटर दूर खेतों के बीच प्लॉट काटकर बेच रहे हैं। जहां बिजली, पानी, सडक आदि की सुविधा नहीं है। प्लॉट विक्रय के बाद जब रजिस्ट्री की जाती है तब रजिस्ट्रार की जिम्मेदारी होती है कि वे यह सुनिश्चित करें कि क्रेता को बिना मूलभूत सुविधा वाली कृषि भूमि का विक्रय तो नहीं किया जा रहा।
अधिकारी किसी भी प्रकरण में इसकी जांच नहीं करते।
