मध्यप्रदेश के बिजली उपभोक्ताओं के सितंबर-अक्टूबर के बिल में ईंधन एवं बिजली क्रय समायोजन अधिभार (FPPAS) का भार बढ़ गया है। रिपोर्ट के अनुसार 24 सितंबर से 23 अक्टूबर 2026 तक जारी बिलों में FPPAS की दर 4.59 प्रतिशत से बढ़कर 5.063 प्रतिशत हो गई है, यानी 0.473 प्रतिशत अंक की वृद्धि। सवाल यह है कि क्या उपभोक्ता को यह हिसाब समझ आता है?

300 यूनिट पर करीब ₹80, 500 पर ₹153

FPPAS पूरे बिल पर नहीं, केवल ऊर्जा शुल्क पर लगता है। उपलब्ध गणना के अनुसार 300 यूनिट पर ₹1,576.50 ऊर्जा शुल्क होने पर FPPAS करीब ₹79.82 बैठेगा। 500 यूनिट और ₹3,024.50 ऊर्जा शुल्क पर यह लगभग ₹153 होगा। पिछली दर की तुलना में अतिरिक्त भार 300 यूनिट पर करीब ₹7.46 और 500 यूनिट पर करीब ₹14.31 है। रकम छोटी दिखती है, पर बिल की हर अलग मद उपभोक्ता के लिए मायने रखती है। वास्तविक असर खपत, टैरिफ स्लैब, फिक्स्ड चार्ज और सब्सिडी पर निर्भर करेगा।

स्थायी वृद्धि नहीं, हर महीने बदलता है FPPAS

FPPAS कोयला, ईंधन और बिजली खरीद की लागत में उतार-चढ़ाव का समायोजन है। लागत बढ़ने पर यह बढ़ सकता है और घटने पर कम भी हो सकता है, इसलिए मौजूदा दर को स्थायी टैरिफ वृद्धि नहीं माना जाता। मध्यप्रदेश विद्युत नियामक आयोग (MPERC) के नियमों के तहत इसे मासिक आधार पर समायोजित किया जाता है। दस्तावेजों के अनुसार 5 प्रतिशत से अधिक होने पर वसूली और शेष राशि के समायोजन के अलग प्रावधान लागू होते हैं।

असली सवाल: गणना कितनी पारदर्शी?

FPPAS बिल में अलग दिखता है, पर उपभोक्ता को कम ही पता चलता है कि यह किस बिजली खरीद लागत के आधार पर तय हुआ और अगले महीने बढ़ेगा या घटेगा। इसका स्पष्ट जवाब बिजली वितरण कंपनी और MPERC के रिकॉर्ड से ही मिल सकता है। क्या गणना का आधार सरल भाषा में सार्वजनिक नहीं होना चाहिए, ताकि हर उपभोक्ता अपने बिल का हिसाब खुद समझ सके?
